GAO provided an acquisition model to help federal managers identify critical factors needed to manage and control large-scale information systems development and acquisition projects that require formal project management.

GAO noted that the model: (1) covered the presolicitation, solicitation and award, and post-award phases of the acquisition process; (2) emphasized the involvement of both information users and senior managers throughout acquisition; (3) stressed the importance of an experienced, qualified project team; and (4) represented a general consensus among a wide range of experts in the field of information technology.
