Summary:

Pursuant to a congressional request, GAO reviewed the effects on the Department of Housing and Urban Development (HUD) of the fiscal year (FY) 1990 sequester under the Balanced Budget and Emergency Deficit Control Act of 1985.

GAO found that: (1) the FY 1990 sequester reduced HUD budgetary resources by a total of $175.3 million; (2) HUD had difficulty isolating the effects of the sequester from other FY 1990 budget reductions; (3) HUD could not determine the sequester's full impact on certain programs until it completed all funding decisions; (4) HUD reported that the sequester's impact varied by program activity; (5) the HUD salaries and expenses account was significantly affected by the sequester; (6) the sequester, the funding reduction due to the war on drugs, and higher than anticipated staff-year costs caused HUD to reduce staff years for FY 1990 to 12,997; and (7) HUD was able to provide only general statements regarding the sequester's impact.
