Summary:

Pursuant to a congressional request, GAO reviewed the practice of limiting U.S. military personnel in El Salvador, focusing on: (1) limiting U.S. military trainers in El Salvador to 55; (2) the number and roles of U.S. military personnel in the country; and (3) requirements for reporting human rights abuses.

GAO found that: (1) the number of military trainers in El Salvador, excluding medical and short-term trainers, did not exceed 55; (2) an average of 48 military trainers were in El Salvador between January and March 1990; (3) an average of 86 U.S. military personnel perform other duties in El Salvador; (4) according to U.S. military officials, the current military presence is consistent with that of the past few years; and (5) U.S. military personnel were not legally required to report human rights abuses in El Salvador, but operating procedures instructed security assistance personnel to inform their commanding officers of all suspected human rights violations.
