Summary:

Pursuant to a congressional request, GAO reviewed the: (1) Army Mohawk surveillance system's cost, phase-out schedule, and planned upgrade and alternatives; and (2) status of other moving target surveillance systems.

GAO found that in 1986, the Army initiated two programs to sustain Mohawk operations through the year 2005, consisting of: (1) an upgrade program, at an estimated cost of $224.4 million; and (2) an aircraft overhaul and restoration program, at an estimated cost of $89 million. In addition, GAO found that, due to budgetary constraints, the Army: (1) terminated the upgrade program; (2) curtailed the overhaul and restoration program; and (3) decided to phase out Mohawk in 1997. GAO also found that Mohawk's upgrade and operation costs were projected to exceed $1 billion.
