Summary:

Pursuant to a congressional request, GAO assessed all federal human resource programs that could be candidates for inclusion in a capital budget.

GAO found that: (1) the public and private sectors did not clearly define human capital; (2) 154 federal programs, designed to enhance individual well-being, warranted consideration as human capital investments; and (3) those programs accounted for total outlays of $534 billion in fiscal year 1988.
