Summary:

GAO reviewed the Navy's procurement of: (1) mainframe computer and peripheral equipment; and (2) hardware for its Standard Civilian Pay System (NAVSCIPS). GAO found that: (1) 91 percent of recent Navy mainframe and peripheral procurements and 90 percent of the funds obligated to those procurements were limited by compatibility requirements, 58 percent of which required compatibility with one manufacturer's equipment; (2) under those procurements requiring compatibility with that manufacturer's equipment, the Navy acquired more equipment from that manufacturer than equipment manufactured by all others combined; (3) the Navy improperly restricted the NAVSCIPS procurement in favor of the same manufacturer; and (4) the Navy selected a database management system, hardware, and processing sites without conducting appropriate studies and developing adequate support.
