Pursuant to a congressional request, GAO provided information on qualifications of District of Columbia (D.C.) police recruits, focusing on: (1) how D.C. chose a contractor for its police examination; (2) how qualifications for police candidates have changed since 1982; and (3) scoring of police examinations.

GAO found that: (1) after a competitive procurement, D.C. selected a contractor's examination on the basis of its job-relatedness, its lack of an adverse impact on minorities, and its ease of administration; (2) the only changes to police qualifications were minor wording changes in the examination and the elimination of a maximum height restriction; (3) examination scores are converted to make them comparable to other entrance test results from a mathematical perspective, and the conversion process does not change relative scores; and (4) candidates who pass the examination may be eligible for additional points based on residency or veteran status.
