Summary:

Pursuant to a congressional request, GAO evaluated the effects of 1980 legislative reforms to foster care and child welfare services programs.

GAO found that 1980 amendments to the Social Security Act required states to take various steps to remain eligible for their share of child welfare services grant funds, including: (1) completing an inventory of children in foster care; (2) establishing statewide information systems; (3) establishing case review systems; (4) implementing systems designed to facilitate the return of children to their homes; and (5) implementing systems of preplacement preventive services. GAO also found that: (1) the Department of Health and Human Services' Administration for Children, Youth, and Families (ACYF) oversees states' compliance with the requirements; and (2) ACYF considers states eligible for funds in a given fiscal year if they certify compliance and do not fail a compliance review during that year.
