Summary:

Pursuant to a congressional request, GAO provided information on the operations of the Army Criminal Investigation Command, the Naval Investigative Service, and the Air Force Office of Special Investigations.

GAO found that the Army Criminal Investigative Command: (1) performed criminal investigations, crime prevention surveys, and protective services, but was not responsible for intelligence or counterintelligence activities; (2) had a total operating budget of $80.1 million for fiscal year (FY) 1989; and (3) closed 1,177 fraud cases and 8,942 criminal cases in FY 1988, with about $108 million in recoveries and $164 million in losses. GAO found that the Naval Investigative Service: (1) had an all-civilian agent force, with the exception of about 30 Marine Corps investigators, with investigative and counterintelligence responsibilities; (2) had an operating budget of $104.9 million for FY 1989; and (3) closed 3,318 fraud cases and 16,138 criminal cases in FY 1988, with about $74 million in recoveries and $91 million in losses. GAO found that the Air Force Office of Special Investigations: (1) investigated economic and general crimes, provided protective services, collected information for protecting bases, and provided counterintelligence services and support; (2) had an operating budget of about $109.5 million for FY 1989; and (3) closed 1,733 fraud cases and 5,756 criminal cases during 1988, with about $56 million in recoveries and $101.6 million in losses.
