Summary:

Pursuant to a congressional request, GAO provided information on its bid protest activities since the implementation of the Competition in Contracting Act of 1984 (CICA). GAO noted that it did not have: (1) complete statistical data regarding its activities for fiscal year (FY) 1985; or (2) information about agency protest settlement agreements. GAO also noted that, from FY 1986 through FY 1988, it: (1) received 7,813 CICA bid protests; (2) stayed 903 contract awards; (3) suspended 531 contracts; (4) dismissed 160 protests as frivolous or invalid; (5) had 193 contract stays overridden because of an agency's urgent and compelling circumstances; (6) used express-option treatment to resolve eight protests; and (7) sustained 313 protests. In addition, GAO noted that: (1) two protests involved formal settlement agreements; (2) 1,969 protests were dropped by the protesters; and (3) the average length of contract stay did not exceed 70 days, with no stay exceeding 90 days.
