Summary:

In response to a congressional request, GAO reviewed selected agencies' implementation of the Privacy Act of 1974 to determine whether they complied with the act's requirements for timely and accurate publication in the Federal Register of system notices containing personal information on individuals.

GAO found that: (1) of the 53 notices issued by the agencies it reviewed, 29 needed updating; (2) 7 notices did not comply with the act's provision requiring advance notification to Congress, the Office of Management and Budget, and the public; (3) agencies failed to report 12 changes in their records systems; and (4) agencies did not report individual records that they either partially or completely destroyed because they did not believe they were required to do so. GAO noted that agency Privacy Act officers stated that they were in the process of updating their system notices.
