Summary:

In response to a congressional request, GAO reviewed the Veterans Administration's (VA) procurement activities in the acquisition of a medical outpatient clinic.

GAO found that VA: (1) developed cost data for building and leasing alternatives; (2) decided to build the clinic, since there were no acceptable buildings available; and (3) generally followed prescribed procurement procedures in selecting and awarding the contract. GAO noted that: (1) two of the losing bidders protested the contract award, alleging technical requirements deviations and contending that the Davis-Bacon Act was applicable to the procurement; and (2) it ruled for VA on the first point and dismissed the second as untimely.
