In response to a congressional request, GAO provided information on exemplary Job Training Partnership Act dislocated worker projects.

GAO found that: (1) projects reported an average placement rate of 69 percent and an average placement wage of $6.61 per hour; (2) although key project features may have contributed to exemplary outcomes, no single combination of factors was always associated with the projects; (3) projects that focused on specific business closures or permanent layoffs achieved above-average results twice as often as projects without a focus; and (4) projects that provided classroom training and additional support services achieved positive results. GAO believes that: (1) allowing states to select sponsors to channel funds through service delivery areas proved successful; (2) employing project staff with expert labor market knowledge was a key ingredient to success; and (3) early intervention facilitated worker reemployment.
