Summary:

In response to a congressional request, GAO: (1) investigated the Washington Metropolitan Area Transit Authority's (WMATA) decision to award a contract for the repair and overhaul of 48 railcar traction motors to one firm and deny a subsequent bid protest from another firm; and (2) provided information on the WMATA disadvantaged business enterprises (DBE) procurement procedures.

GAO found that WMATA: (1) complied with the DBE procurement procedures; (2) properly awarded the contract and denied the bid protest since the protester failed to meet a material solicitation requirement; and (3) properly rejected the protester's bid because it failed to comply with DBE procedures.
