In response to a congressional request, GAO provided information on the allocation of funds to states under the substance abuse prevention and substance abuse treatment programs proposed in H.R. 5334.

GAO indicated that for proposed state allotments for substance abuse: (1) prevention would use a formula based on each state's relative share of the nation's youth population and an annual appropriation of $50 million; and (2) treatment would use a formula based on each state's relative share of the population ages 15 through 64, weighted by the state's relative personal income, and based on an annual appropriation of $100 million.
