Summary:

GAO testified on the U.S. Postal Service's (USPS) Los Angeles Bulk Mail Center's safety program, which is part of a USPS-wide program for ensuring the occupational health and safety of postal employees. GAO found that the Center: (1) did not fully establish management safety committees or provide employees with appropriate safety training; (2) required employees, when injured, to review medical forms and instructions before receiving treatment; (3) did not clearly inform employees of who would pay for medical treatment; and (4) did not use data from all accidents and injuries to establish and monitor local safety goals. GAO believes that the Center should use data from all accidents to establish its own safety goals, in addition to responding to the goals established from nationally reported data.
