Summary:

GAO provided a supplement to its report on the defense acquisition work force. GAO examined the role of the program manager and contracting officer in developing the Military Strategic and Tactical Relay program's acquisition strategy.

GAO found that: (1) the program manager had a lead role in developing the original acquisition strategy while the contracting officer drafted the strategy; (2) because two firms teamed their efforts, it became necessary for the program manager to develop an alternate strategy; (3) the contracts manager developed the incentive plan, which supported the cost-plus-incentive-fee contract; (4) the program carried design competition up to full-scale development for two of the three program procurements; and (5) competition was not planned for the production phase of the program since the number of satellites needed was relatively small.
