Summary: Pursuant to a congressional request, GAO provided information on the financial implications of legislative restrictions that affect U.S. contributions to the United Nations (UN) and its affiliated agencies, specifically: (1) estimates of reductions in U.S. contributions to be expected in fiscal year (FY) 1987; and (2) the financial impact of reductions on the World Health Organization (WHO) and the International Civil Aviation Organization (ICAO).
GAO found that: (1) the Kassebaum Amendment would limit U.S. contributions to UN and its agencies by approximately $79 million in FY 1987; (2) the Balanced Budget and Emergency Deficit Control Act of 1985 would be used to limit U.S. contributions only if the President's budget estimates for FY 1987 are not met; (3) reductions to the WHO budget would result in the suspension of programs with the lowest priority and a reduced capability to provide technical assistance, implement health strategies, and implement joint cooperation programs with other agencies; and (4) reductions to the ICAO budget would not disrupt overall programs, but budget cuts would delay some equipment procurement, impose a staff level freeze, and delay implementation of regional plans.
