GAO reviewed the payment of commission fees to the National Industries for the Blind (NIB) and to the National Industries for the Severely Handicapped (NISH), specifically: (1) the procedures that the Committee for Purchase from the Blind and Other Severely Handicapped established to review the adequacy of the commission fee; (2) the reasonableness of the 4-percent fee; and (3) NIB and NISH use of funds generated by the fee.

GAO found that the Committee: (1) met and reviewed the adequacy and appropriateness of the commission fee; (2) approved the subcommittee's recommendations to retain the current 4-percent fee ceiling for fiscal year 1986 and to annually review the adequacy of the fee; and (3) requires NIB and NISH to report annually on their use of funds to provide technical assistance to sheltered workshops that produce goods and services sold to the government.
