Summary:

Pursuant to a congressional request, GAO determined: (1) what equipment the Texas National Guard took to Honduras for the Big Pine III exercise; (2) what equipment, if any, the Texas National Guard left in Honduras after the exercise; and (3) whether the Texas and California National Guards were requested to leave equipment in Honduras after the exercise.

GAO found that: (1) the California National Guard declined an invitation to participate in the exercise because it determined that training benefits would be minimal; (2) the Texas National Guard participated in the exercise and used various vehicles and items of equipment; (3) all of the equipment taken to Honduras by the Texas National Guard was returned after the exercise except for about $800 worth of medical supplies, which were left for humanitarian reasons; and (4) officials of both the Texas and California National Guards stated that they had not been asked to leave equipment in Honduras after the exercise.
