Government Operations: Relocation of the OPM Western Executive Seminar Center

In response to a congressional request, GAO analyzed the feasibility of moving the Office of Personnel Management's (OPM) Western Executive Seminar Center from Denver to Grand Junction, Colorado. GAO estimated that relocating the center would cost the Government more than $300,000 in fiscal year 1985 and more than $100,000 in fiscal year 1986. When costs are compared for subsequent years, the cheaper rent and lower subsistence costs in Grand Junction would not offset higher travel costs for seminar lecturers and participants. GAO recommended that the center should not be relocated to Grand Junction in summer, 1984, and that OPM should negotiate to reduce food and lodging costs with the management at its present site. Furthermore, OPM should consider leasing less space at the site. GAO also suggested that, if negotiations are not satisfactory, OPM should investigate other locations in Denver. Finally, GAO noted other influential factors besides costs that should be considered before a decision to relocate is made.
