Pursuant to a congressional request, GAO reviewed the Department of Justice's audits of grants made under the Youth Advocacy Program to determine: (1) the circumstances surrounding the audit of a particular grantee and the resolution of findings from that audit; and (2) whether there was a pattern of selective audits that might constitute harassment.

GAO found that the specified grantee was audited at the request of the Office of Juvenile Justice and Delinquency Prevention (OJJDP), which also requested Justice to audit the other 16 grants made under its Youth Advocacy Program. OJJDP made the request because there were indications that some grantees were spending Federal funds for political lobbying activities. The audit of the specified grantee questioned about $56,000 in expenses and ultimately determined that $927 should be repaid. GAO found no evidence of impropriety on the part of the officials who initiated or executed the grant audits.
