GAO discussed the impact of the Supreme Court's Chadha decision on the authorization and appropriation processes and the continued validity of the Congressional Budget and Impoundment Control Act. GAO noted that the act has effectively harmonized the different congressional views of how Executive impoundments should be handled, and it has strengthened congressional control over such impoundments. GAO believes that the Chadha decision does not compel any change to the procedures established by the act because the act differs significantly from the type of situation involved in Chadha. Further, the act's mechanisms should not be abandoned or altered unless the courts specifically require such an action, nor is an amendment desirable that would grant Congress a legislative veto over Executive impoundments.
