Pursuant to a congressional request, GAO provided the Senate Budget Committee with instances and major reasons for continuing resolutions during the past 10 years.

GAO stated that continuing resolutions have been used 78 times from fiscal year (FY) 1962 to the present. In FY 1982, there was an impasse over the terms of the continuing resolution. In particular, its spending levels on social programs and foreign aid did not satisfy the President. This impasse caused a funding gap which in turn caused a partial shutdown of Government offices on November 23, 1981. Additionally, several agencies operated on a continuing resolution for the entire FY. Since the continuing resolution for FY 1983 was enacted, the current year has also started with a funding gap. GAO believes that the funding gaps are caused by repeated delays and uncertainties in the budget and appropriations process that are beyond the control of Congress and a more simplified budget process should be formulated and implemented.
