Summary:

GAO reviewed the design of an accounting system submitted by the Federal Election Commission.

GAO found that the system conformed in all material respects with the Commission's approved statement of accounting principles and standards. Planned changes should be discussed with GAO and, if deemed significant, submitted formally for approval. GAO suggested a periodic internal review of the system to assure that it is operating as designed. At some future date, GAO will examine the system and advise the Commission as to whether it is functioning effectively and in accordance with the approval.
