Summary:
This report identifies potential issues related to the new system of spectrum management including: the transfer of additional spectrum from the federal government for commercial uses; various options for distributing new licenses for advanced television; the question of whether to set standards for interoperability of wireless devices; meeting the spectrum needs of public safety services; congressional committee jurisdiction; and the Balanced Budget Act of 1997 (P.L. 105-33) containing spectrum management provisions to raise an estimated $21.4 billion by FY2002.
