Summary:
The House and Senate in recent years have devoted considerable attention to developing a
legislative
branch budget that achieved greater efficiency and increased savings. Legislative funding proposals
continue to receive close scrutiny this year. While the legislative budget is not particularly large
(0.15% of the total federal budget), many Members believe that there are places to trim expenses.
To some Members there is symbolic importance in assuring the legislative branch budget is lean at
a time when policymakers are actively pursuing elimination of the federal deficit. Efficient and cost
effective government is a longstanding goal of the Congress.
The Appropriations Committees and internal oversight committees of both chambers continue
to seek ways to save money by eliminating certain legislative activities, merging offices with similar
activities, downsizing staff, and reducing administrative costs. Majority and minority leadership in
both houses have promised to streamline their operations further by using fewer staff when possible,
eliminating certain legislative support services, and privatizing more legislative services.
Since this report was last updated, data related to FY1998 appropriations may have changed
through supplemental appropriations or rescissions, entitlement revisions, or scorekeeping
adjustments. These changes will be reflected in a subsequent report.
