Summary:
During the first session of the 98th Congress, the House passed H.R. 4325, 422-0. This measure requires states to adopt several methods of enforcingoverdue child support obligations, including mandatory wage withholding;requires states to permit establishment of paternity until a child's 18thbirthday; alters the incentive payment formula for child support collections;and extends the formula to collections made on behalf of non-AFDC children.During the second session of the 98th Congress, the Senate passed H.R.4325, amended, 94-0. The major differences in the two versions of the billare that the Senate-passed bill would gradually reduce the Federal match forState and local administration from 70% to 65% and would extend the Federalincome tax refund intercept program to non-AFDC families. Both the House andSenate agreed unanimously to the conference report on, H.R. 4325, the Senateon Aug. 1 by a vote of 99-0 and the House on Aug. 8 by a vote of 413-0.The Child Support Enforcement Amendments of 1984, H.R. 4325, became law onAug. 16, 1984 (P.L. 98-378).
