Summary:

Since 1981, many social security disability recipients lost their benefitsbecause of a major effort by the Social Security Administration (SSA) toreexamine their eligibility. This increase in reexaminations was required byamendments enacted in 1980 to deal with an earlier decline in eligibilityreviews. The Reagan Administration implemented the new requirement broadlyin March 1981, ahead of schedule, after GAO reported that possibly 20% ofexisting disability beneficiaries were ineligible.
