Summary:
Of immediate significance to the Congress are the proposed FY85 cuts inthe National Oceanic and Atmospheric Administration's (NOAA's) ocean dumpingresearch and monitoring program. The proposed FY85 level is almost half thecurrent funding. Coupled with this is the elimination of the Sea GrantProgram, a program which has fostered considerable university research onocean dumping and the effects of marine pollution. Coincidentally, one ofthe very few program increases in the Environmental Protection Agency's (EPA)FY85 budget is for a cross media. assessment of waste disposal to determinefor which wastes ocean dumping might be more environmentally beneficial. For the 98th Congress, a main issue will be to reappraise current policywith options of either continuing efforts towards phaseout or reductions, orcompletely revamping policy in light of phase-out and land disposalproblems. Since the foundation of future policy will have to rest on sounddata, research results and needs will clearly have to be ascertained.
