Summary:
On Jan. 1, 1981 the Soviet Union's Eleventh Five Year Plan (1981-85)began. An analysis of the new plan provides some insights into Sovietpriorities and economic prospects for the next half decade. The followingare the plan's main goals: to allocate sufficient investment funds to ensureadequate growth of output in industry, agriculture, transportation, energy,and other sectors; to raise consumer income sufficiently to provide neededincentives and increase consumer satisfaction; to meet security needs at homeand abroad; and to import technology, grain and other goods needed to meetpriority domestic goals. Since the Soviet Union is entering a decade ofpossibly deepening economic malaise, many Western analysts believe that theSoviets will find it difficult to achieve even the fairly modest goals of theEleventh Five-Year Plan with the means available to them.
