Summary:

This report examines the various issues raised in consideration of whether the interests of the candidates, the electorate ad the broadcasters are best served by repealing or modifying existing laws that regulate political broadcasts, or by leaving the law unchanged. Current applicable law, proposals for change in that law, and legal and constitutional issues are discussed. The regulation of presidential debates is covered in some detail to illustrate many of the issues involved.
