Summary:
Superfund's cleanup standards are controversial because they help determine how a hazardous waste site will be cleaned up and how much it will cost. This report discusses the role of risk assessment; cost-effectiveness of treatment; the requirement that cleanups meet the standards of other federal and state environmental laws (ARARs issue); the law's preference for permanent cleanups, and for the use of treatment (instead of containment); future land use at the site; role of the states; and community involvement in the remedy selection process. Summaries of pertinent provisions of the leading House and Senate reauthorization bills are incorporated.
