Summary:

The Brady Act established restrictions on retail firearm sales in a two-phase program. Phase I, which expires November 29, 1998, requires a waiting period before purchasing and possessing a handgun. Before Phase I ends the Attorney General must establish a nationwide instant check system for point-of-purchase screening.
