Summary:
The Information Superhighway has received considerable media attention since Vice President Gore released a report in September 1993 calling for establishment of a National Information Infrastructure (NII). Later he expanded the concept to the world, calling it the Global Information Infrastructure (GII). Some building blocks of the Superhighway already are in place, and industry is investing substantial funds, but it will take billions of dollars and many years to complete its construction. Congress is considering many of the policy issues involved in the Superhighway debate, including regulatory issues, privacy and security, and intellectual property rights.
