Summary:
The Environmental Protection Agency (EPA) has analyzed risks, costs, and benefits of regulations for 20 years. Many want to use EPA's analytic results to evaluate environmental regulations or to prioritize environmental problems for federal attention. Others argue that available data and methods for environmental risk analysis are inadequate to describe most aspects of environmental problems or the benefits of management options. Some raise moral and scientific objections to quantitative analyses of human health or environmental risks. Various legislative approaches to risk management and related issues are explored. An appendix summarizes and compares requirements in two Senate-passed bills and executive orders of Presidents Reagan and Clinton.
