Summary:

All U.N. member states are assessed a percentage share of the U.N. budget to provide funds to carry out the organization's operations. Throughout most of its history the United Nations has been plagued by financial difficulties caused largely by some member states' failure to pay their assessments on time and in full. The financial situation has been particularly acute as the United Nations has taken on more tasks in recent years. This report looks at the United Nations regular budget-not at the whole U.N. system.
