The success of the Internet and electronic commerce depends upon the resolution of issues related to the privacy and security of information. Privacy is thus thrust to the forefront of policy discussions among businesses, governments, and citizens. Threats to the privacy of information arise primarily as the result of the widespread increase in the availability and use of computers and computer networks. The Congress, the executive branch, courts, businesses, privacy advocates, Web sites, Internet service providers, and professional organizations confront many privacy issues.
