Summary:

This report describes Iraq's efforts to develop nuclear weapons, its sources of technology and equipment, and its level of achievement. In January 1991, it appears Iraq was between six months and two years from possessing enough unsafeguarded fissile material for at least one nuclear weapon. Vigilance will be required to be certain that Iraq does not resume developing nuclear weapons.
