Description:
S. 847 would establish the International Children with Disabilities Protection Program, which would be managed by the Department of State. Under that program the department would award grants to entities that provide support in other countries to children and adults with disabilities and their families. The bill also would require the department to report annually to Congress on the program’s operation. S. 847 would authorize the appropriation of $2 million for 2024 and $5 million for each of fiscal years 2025 through 2029, for a total of $27 million over the 2024-2029 period. CBO estimates that implementing S. 847 would cost $17 million over the 2023‑2028 period, subject to the appropriation of the specified amounts. The remaining funds would be spent after 2028. The costs of the legislation, detailed in Table 1, fall within budget function 150 (international affairs).
