H.R. 1341 would require the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC) to publish certain information if the FCC proposes actions or issues final rules about the reallocation of radio spectrum that could affect how the federal government uses that spectrum. For proposed actions, the bill would require the NTIA to publish information about when the FCC notified them about the action, the federal agencies that may be affected by the action, and any concerns federal agencies have about the action. For final rules, the bill would require the FCC to publish information about when it notified the NTIA about the rule, whether concerns were raised by federal agencies, and how such concerns were resolved. Using information from the affected agencies, CBO estimates that implementing H.R. 1341 would cost less than $500,000 over the 2023-2028 period; any spending would be subject to the availability of appropriated funds. Because the FCC is authorized to collect fees each year sufficient to offset the appropriated costs of its regulatory activities, CBO estimates that the net cost to the commission would be negligible, assuming appropriation actions consistent with that authority.
