Description:
S. 945 would require any federal agency that investigates an act of terrorism to submit an unclassified report to the Congress within one year of completing such an investigation, identifying weaknesses and recommending measures to improve national security. The bill would require the investigating agency to collaborate with the Department of Homeland Security, Department of Justice, and other federal agencies as appropriate to create the required report. Using information about similar investigations, CBO expects that few reports would be required each year and estimates that the total cost of preparing them would be less than $500,000 over the 2023-2028 period. Such spending would be subject to the availability of appropriated funds.
