In response to a congressional request, GAO reviewed the Department of Defense's (DOD) detailing of employees from their regular duties to the White House to determine the extent and manner of detailing during fiscal years (FY) 1980 through 1985.

GAO found that: (1) the President's annual report to Congress underreported the number of DOD detailees to the White House; (2) DOD did not bill the White House for employees detailed over 180 days, since it was not aware that the reimbursement requirement applied to details to the White House; (3) 5 of the 31 DOD detailees worked in the White House more than 30 days, but the White House reported only 1; (4) the White House failed to report 3 of the 5 employees detailed for more than 180 days; and (5) DOD inappropriately detailed 15 Schedule C appointees to the White House, since the purpose of the Schedule C authority was to facilitate the employment of policymakers and confidential assistants.
