Summary:

On May 26, 1999, the House Judiciary Committee approved a bill, H.R. 1907, which, if enacted, would make significant changes to the patent laws. The bill has a number of similarities to H.R. 400, 105th Congress, which the House passed in the last Congress but which was not acted on by the Senate. H.R. 1907 has seven titles, each of which is outlined in this report.
