This report provides a historic review of the WIC food package and the controversy over the sugar cap on cereals allowed in the program. Included is a background on the program itself. It reviews the WIC food requirements, the long controversy over the sugar content of WIC cereals, and the federal WIC regulation that sets a per-serving sugar limit. The continuing debate and positions on the sugar cap among health professionals and the industry are provided.
