Summary:
S. 682 , 106th Cong., 1st Sess. (1999), the proposed "Intercountry Adoption Act of 1999"
would implement certain requirements of the Hague Convention on Protection of Children and
Co-operation in Respect of Intercountry Adoption ("Convention"). The United States became a
signatory to the Convention on March 31, 1994. The Senate treaty ratification process has not yet
occurred. In order to implement the provisions of the Convention, each signatory country must enact
domestic legislation to fulfill treaty requirements, To this end, the bill is drafted so as to amend U.S.
law in order to comply with the requirements of the Convention.
