Summary:
Congress generally funds the civil works activities of the
U.S. Army Corps of Engineers (USACE) in an annual
Energy and Water Development appropriations act. These
activities consist primarily of planning and constructing
water resource projects in the United States and insular
areas and maintaining federal infrastructure operated by
USACE (e.g., dams and navigation channels). For USACE
civil works in FY2019, President Trump requested $4.8
billion. The FY2019 appropriations for USACE are in
Division A, Title I of H.R. 5895, the Energy and Water,
Legislative Branch, and Military Construction and Veterans
Affairs Appropriations Act, 2019, which reflects the
conference agreement passed by the Senate on September
12 and the House on September 13, 2018. H.R. 5895 would
provide $7.0 billion (see Figure 1). The discussion herein
provides a primer on USACE appropriations for FY2019
and selected topics of deliberation. These topics include
USACE’s inland waterways and harbor maintenance
funding, flood risk reduction and ecosystem restoration
projects, construction backlog, and alternative financing
