Summary:
This report describes the premium credits-"affordable premium credits"-to help certainindividuals pay for health insurance in H.R. 3200, America's Affordable Health ChoicesAct of 2009, as ordered reported by three House committees of jurisdiction: Education andLabor (E&L), Ways and Means (W&M), and Energy and Commerce (E&C).Under H.R. 3200, a "Health Insurance Exchange" would begin operation in 2013 and would offera choice of private plans alongside a public option. The Exchange would not be an insurer; itwould provide eligible individuals and small businesses with access to insurers' plans, includingthe public option, in a comparable way.1 Individuals would only be eligible to enroll in anExchange plan if they were not enrolled in other acceptable coverage (for example, from anemployer, Medicare and generally Medicaid). Only within the Exchange, credits would beavailable to limit the amount of money individuals would pay for premiums, based onindividuals' income.
