For the remaining 10 years, the process was not used (in four of those years therewas no final agreement on the budget resolution). The practices of the House and Senate regarding motions to instruct reconciliation confereesduring this period were similar in some regards but also differed in key respects. Some of thesimilarities and differences are discussed below in terms of the number and frequency of motions, their success rates, timing and the prerogative to offer them, and their content.
