Description:
As ordered reported by the Senate Committee on the Judiciary on May 24, 2012
S. 2076 would amend federal law with the goal of strengthening the security of state and local courthouse facilities. Specifically, the bill would authorize the Department of Justice (DOJ) to provide training programs for law enforcement and courthouse security personnel of state, local, and tribal governments on handling encounters with violent criminals. In addition, S. 2076 would permit DOJ grants to be used to purchase magnetometers for use in state and local courthouses and would authorize the General Services Administration (GSA) to give surplus security equipment directly to state and local courts.
Based on information from DOJ and GSA about current programs relating to courthouse safety, CBO estimates that implementing S. 2076 would have no significant impact on the federal government because the department already offers similar training and security programs. Enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
S. 2076 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
